On August 18, the formal meeting of the 10th Party Representative Congress of the China National Machinery Industry Ninth Design Research Institute Co., Ltd. was grandly held in the report hall of Building 2. Zhang Shijie, Deputy Secretary of the Party Working Committee of the Changchun Automotive Economic and Technological Development Zone, Zhang Ce, Minister of the Party and Mass Work Department, Liu Huimin, Deputy Secretary of the Party Working Committee for Non-Public Enterprises and Social Organizations, along with 118 participants including old leaders of the Ninth Institute, formal representatives, attendees, and invited guests attended the meeting. The meeting was presided over by Mu Xuefeng, Deputy General Manager, Deputy Secretary of the Party Committee, Secretary of the Discipline Inspection Commission, and Chairman of the Trade Union of the Ninth Institute.
Deputy Secretary Zhang Shijie congratulated the successful convening of the congress on behalf of the Party Working Committee and Management Committee of the Automotive Development Zone and put forward three hopes for the new Party Committee: First, adhere to political leadership, act according to circumstances, and effectively enhance the sense of responsibility, mission, and urgency in doing good work; second, adhere to coordinated development, clarify direction, and promote high-quality transformation and upgrading of enterprises with a vigorous fighting spirit; third, achieve a combination of party and enterprise, promote overall advancement, and provide comprehensive differentiated precise services for economic development.
Liu Shixin, Deputy Secretary of the Party Committee and General Manager of the Ninth Institute, delivered a work report titled 'Firmly Uphold Our Original Mission, Forge Ahead with Determination, and Fully Open a New Chapter in High-Quality Transformation and Development of the Company' on behalf of the 9th Committee of the Communist Party of China Mechanical Industry Ninth Design Research Institute Co., Ltd. The report reviewed three aspects regarding the main achievements since the Ninth Party Congress of the Ninth Institute, especially since the 19th National Congress: First, comprehensively deepening reforms has led to new heights in production and operation; second, adhering to party leadership has achieved solid results in strict governance; third, caring for employees has further consolidated reform and development synergy.
The report analyzed the overall situation facing China's automotive industry and surveying design industry in the next five years as well as opportunities and challenges faced by the Ninth Institute. It clarified the overall thinking for work in the next five years: to uphold the great banner of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, deeply implement the spirit of the 19th National Congress of the Communist Party, profoundly recognize the significant mission and responsibility of 'promoting national automotive brands', effectively enhance crisis awareness and urgency under current economic conditions, firmly seize major opportunities from consumption structure transformation and upgrading, new technology-driven changes, and industrial policy adjustments. It aims to fully implement the '13467' development strategy and stride towards becoming an internationally first-class and domestically leading automotive engineering service company. The congress elected the 10th Committee and Discipline Inspection Commission of China National Machinery Industry Ninth Design Research Institute Co., Ltd., passing resolutions on 'The Work Report of the 9th Committee' and 'The Work Report of the 9th Discipline Inspection Commission'.
