On September 13, the Ninth Party Representative Congress of the China Machinery Industry Ninth Design and Research Institute Co., Ltd. was grandly held in the report hall of Building 2. A total of 122 participants, including party representatives, attendees, and united front personnel, attended the conference. Chen Ji, Minister of the Organization and Personnel Department of the Group Company, Sun Xianghong, a member of the Discipline Inspection Commission and Deputy Minister of the Discipline Inspection Supervision Department, as well as relevant responsible comrades from the First Inspection Team of the Party Committee were invited to attend the meeting. The conference was presided over by Mu Xuefeng, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission.

At the meeting, Wang Lizhi, Chairman and Party Secretary of the Ninth Institute, delivered a work report titled "Strengthen Belief, Unite Forces, Innovate to Create a New Situation for the Reform and Development of the Ninth Institute" on behalf of the Eighth Committee. He comprehensively summarized various works since the Eighth Party Congress and proposed work goals and main tasks for the next few years, as well as determining the main tasks for the next Party Committee.

Over the past four years, the company's core business has developed rapidly, profitability has significantly increased, and main operating income has risen from 400 million yuan during the Eleventh Five-Year Plan to over 1 billion yuan. The contribution rate of main operating income from general contracting business exceeds 80%, and total profit has doubled compared to the Eleventh Five-Year Plan. The company has been recognized as a model Party Committee by the Group Company three times in a row and as a model enterprise four times in a row. It has now become a core resource for manufacturing technology within the group. In the 2015 national ranking of top 100 surveying and design industries, project management ranked 43rd and general contracting ranked 81st, demonstrating unique advantages in industry engineering contracting and making outstanding contributions to FAW's independent development and China's automotive industry development.

In the next five years, the Ninth Institute will focus on adjusting structure, building brand, strengthening foundation, increasing vitality, innovating business areas, creating first-class lean and green factory planning and design capabilities, developing first-class engineering management capabilities, creating a batch of flagship products, comprehensively improving management levels, exploring institutional reform mechanisms, and transforming the company into an internationally first-class technology service enterprise.

At the meeting, 104 party representatives representing 287 party members reviewed and approved the work report of the previous Party Committee and the report on discipline inspection work. A democratic election was held to form a new Party Committee and Discipline Inspection Committee.

Chen Ji, Minister of Organization and Personnel Department of the Group Company, expressed full recognition on behalf of the Group Company's Party Committee for the achievements made by the company in business management and party building over the past few years. He also expressed hopes for the new Party Committee: first, to accelerate structural adjustment innovation to strengthen and optimize development; second, to further establish service awareness and improve user-oriented management systems; third, to fully stimulate talent vitality and build a first-class talent team; fourth, to further strengthen awareness of achieving maximum political performance and resolutely fulfill responsibilities for party governance.

2016 is both an opportunity-filled year marking the beginning of the Thirteenth Five-Year Plan and one facing challenges.
