In order to deeply promote the implementation of the main responsibility for party conduct and clean government construction, on April 15, the Party Committee of the Ninth Institute held a meeting in the conference room on the fourth floor of the East Building in the South District to advance the main responsibility for party conduct and clean government construction in 2016. More than 30 participants attended the meeting, including members of the company's leadership team, Party Committee members, Discipline Inspection Committee members, senior managers, department heads, Party branch (general branch) secretaries, secondary managers from business and procurement departments, and all reserve senior managers. The meeting was hosted by Chen Jianjun, Minister of Party and Mass Work.
The meeting began with Liu Shixin, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Committee of the Ninth Institute, providing an overall deployment of the main responsibility for party conduct and clean government construction based on a key task list. The main responsibility work list includes six aspects: personnel selection and use, political discipline, political rules and organizational discipline, style construction, constraints and supervision of power, case handling, and team building, with 13 key tasks and 31 work measures. Responsibilities for each task were clearly defined with responsible departments and individuals. During the meeting, responsibility agreements for party conduct and clean government construction were signed at different levels according to responsibility divisions among leadership team members, senior managers, and department heads.
Liu Songping, Secretary of the Party Committee and General Manager of the Ninth Institute, pointed out in his concluding remarks that party conduct and clean government construction is an important task in party building work. It is necessary to unswervingly implement the main responsibility of the Party Committee and always adhere to the central political requirements of establishing 'four consciousnesses' and General Secretary Xi Jinping's statement that 'style construction is always on the way.' He emphasized persistence, strictness, and continuous tightening. He proposed three requirements for further implementing the main responsibility: first, to strengthen duty performance and accountability by implementing 'two responsibilities' and 'dual responsibilities for one position,' with leaders at all levels setting a good example. Second, to integrate learning education from 'Two Studies, One Action,' clarifying bottom lines, drawing red lines, and setting higher standards. Third, to firmly establish a sense of purpose, adhere to problem orientation, deepen contact point systems, and maintain close ties with grassroots masses.
