The Discipline Inspection Commission of the Ninth Academy held a meeting to arrange the work for anti-corruption and integrity construction in 2016.

In order to fully implement the "Chinese Communist Party's Code of Conduct for Clean Governance" and the "Regulations on Disciplinary Actions of the Chinese Communist Party", persistently carry out the spirit of the Central Eight Regulations, and correct the "Four Winds" issues within the cadre team, the Discipline Inspection Commission of the Ninth Institute organized a meeting on January 21 at 3:30 PM in the fifth-floor conference room of the East Building to deploy the anti-corruption and clean governance work for 2016. The meeting was attended by 29 participants, including members of the institute's leadership team, party committee members, discipline inspection committee members, all senior managers, main department heads, grassroots party branch secretaries, and branch discipline inspection committee members. The meeting was chaired by Discipline Inspection Secretary Liu Shixin.
Wang Huanlong, director of the institute's discipline inspection and supervision office, reviewed and summarized the key work of 2015 on behalf of the Discipline Inspection Commission. He deployed over 50 work tasks for anti-corruption and clean governance in 2016, focusing on five areas: infrastructure construction, supervision and accountability, efficiency supervision, integrity education, case review, and case investigation.
Discipline Inspection Secretary Liu Shixin conveyed and studied General Secretary Xi Jinping's speech at the sixth plenary session of the 18th Central Commission for Discipline Inspection. He proposed six requirements for the key work of the institute's discipline inspection in 2016: 1. Leaders at all levels and party members should strengthen their political theory learning to continuously improve their personal cultivation. 2. Cadres at all levels must fully recognize the importance of party building work, earnestly fulfill their "dual responsibilities", clarify the responsibilities of production, operation, and management personnel at all levels regarding party building and ideological work, and integrate party building work into daily production and operation tasks as well as KPI assessments to form a joint management mechanism. 3. Each department should list prohibited items based on "two regulations" and "six disciplines" in accordance with their specific business operations to ensure there are rules to follow, evidence to rely on, violations will be investigated, and orders will be strictly enforced. 4. The discipline inspection office should conduct special inspections in key areas, critical links, key positions, and sensitive regions based on issues found during internal audits, public feedback, and inspection investigations. The focus should be on monitoring the construction of systems, formulation of standards, and implementation of regulations. 5. Strengthen education through integrity reminders. Clarify the conversation targets, content, and scope for discipline inspection secretary, institute leadership members, and department heads regarding senior managers, secondary managers, and key position personnel within their responsibility areas for party style and clean government construction. 6. With the Spring Festival approaching, all departments are required to comply with the eight regulations and practice self-discipline to have a peaceful and safe Spring Festival.
Party Committee Secretary Liu Songping delivered an important speech. He proposed six requirements: 1. All levels of party organizations and leading party members should enhance consensus to form a systemic linkage throughout the institute that extends anti-corruption efforts to every corner at the grassroots level. 2. The Ninth Institute's Party Committee promotes a "green" enterprise concept to create a green factory environment with a clean atmosphere among cadres. Fully promote production and operational development while consolidating strength, solidifying management, improving institutional processes, enhancing execution capabilities, accelerating institutional innovation, and building a cadre team that is willing to take responsibility and practice self-discipline. 3. Implement the group company's Party Committee's theme education "Learn Party Constitution, Learn Regulations, Be Qualified Communist Party Members" (Two Studies One Action), continuously change work styles by prioritizing discipline and rules while persistently implementing the spirit of Central Eight Regulations to address "Four Winds" issues without letting go during critical periods. 4. Main department heads must earnestly assume primary responsibility for strict governance of the Party by fulfilling their duties as "first responsible persons", managing effectively with courage; while discipline inspection offices should fulfill their supervisory responsibilities focusing on main tasks and enforcing discipline. 5. Further strengthen supervision over important areas, critical links, and key positions by fully leveraging functional departments' roles to enhance systems through projects as carriers for effectiveness improvement. Conduct supervision inspections to close loopholes while identifying and resolving management issues to enhance operational efficiency. 6. Carry out risk prevention work by conducting special inspections related to internal audits of projects, procurement management of "five expenses", etc., identifying problems at their roots while ensuring rectification measures are implemented effectively.
This meeting laid a solid foundation for the Ninth Institute's anti-corruption and clean governance construction work in 2016.
