The Ninth Academy implements the spirit of the Central Economic Work Conference to plan for the development during the 13th Five-Year Plan.

On December 25, 2015, the Ninth Academy held an expanded learning meeting of the Party Committee's theoretical center group to convey the spirit of the Central Economic Work Conference and to provide a detailed interpretation of the Ninth Academy's 13th Five-Year Development Strategic Plan. More than 70 people attended the meeting, including academy leaders, deputy chief engineers, department heads, professional office directors, and representatives from the Party, labor union, and youth league. The meeting was chaired by Liu Shixin, the deputy secretary of the Party Committee and secretary of the Discipline Inspection Commission.
Liu Songping, Secretary of the Party Committee and General Manager of the Ninth Academy, first conveyed the spirit of the Central Economic Work Conference. He stated that the spirit of the Central Economic Work Conference is an important guideline for promoting sustainable development in enterprises. The Ninth Academy should implement this spirit throughout the entire process of the 13th Five-Year Plan and in its work for 2016. The direction must be correct and the goals clear, fully implementing the development concepts of innovation, coordination, green development, openness, and sharing to ensure good work in the coming year.
In the subsequent detailed interpretation of the 13th Five-Year Development Strategic Plan, Secretary Liu Songping and General Manager provided a detailed explanation from four aspects: the foundation for development during the 13th Five-Year Plan, market situation analysis, positioning and goals, and strategic measures. The Ninth Academy has fully achieved its development goals during the 12th Five-Year Plan, rapidly enhancing its core capabilities, building a high-quality team loyal to the Ninth Academy, and reaching new historical highs in design capabilities, equipment development capabilities, and overall operational results while establishing a good brand image in the automotive industry. During the 13th Five-Year Plan, the Ninth Academy will target both group and industry markets with a vision of 'First-Class Ninth Academy, Happy Ninth Academy,' comprehensively advancing work on 'factory standardization, digital design, green factories, intelligent manufacturing, and technology productization,' continuously solidifying and enhancing management, accelerating institutional innovation, and steadily moving towards the development goal of 'building international first-class automotive factory design capabilities and industry-leading automotive factory construction levels.' Liu Shixin concluded by requiring all departments to organize discussions among staff to propose opinions and suggestions. He also emphasized that each department should refine their work in line with the Ninth Academy's 13th Five-Year Plan to prepare well for various tasks in the first year of this plan.
