The layout of cloud computing data centers has been optimized, with usage rates and levels of intensification significantly improved, and green energy-saving levels continuously increasing. Newly built data centers generally have a PUE value better than 1.4.

More than 20 cloud computing-related standards have been established, forming a relatively complete cloud computing standard system and third-party evaluation service system. The international influence of cloud computing enterprises has significantly increased, with 2-3 leading enterprises emerging that hold a significant share in the global cloud computing market.

The network security assurance capability of cloud computing has significantly improved, and the network security regulatory system and legal framework are gradually being perfected. Cloud computing has become a major form of information construction and an important support for building a strong network country and a strong manufacturing country, greatly promoting the improvement of informationization levels across various fields of the economy and society.

"The Action Plan" also clarifies the industrial development actions:

1. Support software companies in their transition to cloud computing.
